White River and Fall Creek Water Is Leaving 19 Grains of Scale in Every Gallon

Citizens Energy Group draws Indianapolis water from the White River, Fall Creek, Eagle Creek Reservoir and six groundwater plants. What reaches your tap averages 19 GPG of hardness (up to 27 GPG), carries chloramine disinfection byproducts and traces of atrazine from Central Indiana cornfields, and may pass through one of the 55,000 to 75,000 customer-owned lead service lines Citizens plans to replace. AFW Filters matches each Indianapolis home to the right water softener system, water conditioner for hard water or water purification RO system, and ships it free on orders over $100.

How Hard Is the Water in Your Part of Indianapolis?

Citizens blends river water from four surface plants with groundwater from six well fields, and groundwater carries more dissolved minerals. That is why one utility reports a range from 8.7 to 27 GPG depending on which plant feeds your street. The suburbs run their own systems: Westfield is mostly groundwater and runs even harder, while Carmel softens its water at the plant.

Area Communities Utility & Source Hardness
Indianapolis & Marion County Downtown, Broad Ripple, Irvington, Martindale-Brightwood, east side Citizens Water: White River, Fall Creek, Eagle Creek Reservoir plus six groundwater plants 8.7 to 27 GPG, 19 average

Six Reasons Indianapolis Tap Water Needs Treatment

?
01 — Critical

Very Hard Water at 19 GPG

Citizens reports an average of 317 ppm, or 19 grains per gallon, with some plants delivering up to 27 GPG. That is well past the 10.5 GPG "very hard" line, so scale builds on water heater elements, shower glass and dishwasher spray arms. A properly sized water softener system stops it at the point of entry.
See water softeners →
?
02 — High

Lead from Pre-1950 Service Lines

The water leaves Citizens' plants lead-free, but the pipe from the main to your house belongs to you. Citizens estimates 55,000 to 75,000 customer-owned lead-containing lines in its territory and is replacing them neighborhood by neighborhood, including Martindale-Brightwood, its largest project so far. Until yours is replaced, a certified RO system at the kitchen tap is the most reliable protection.
See RO systems →
?
03 — High

Chloramine Disinfection Byproducts

Citizens adds ammonia to its chlorine to form chloramine, which keeps water safe in the pipes but reacts with organic matter from the White River and Fall Creek. Single samples reached 70 ppb TTHMs and 40 ppb HAA5 in 2025. EWG's database puts Citizens' TTHMs at 324 times its health guideline. Catalytic carbon handles this for the whole house.
See catalytic carbon →
?
04 — Moderate

Atrazine from Central Indiana Cornfields

Atrazine washes off row crops into the rivers that feed Citizens' plants. Levels stay under the 3 ppb legal limit (1.8 ppb highest in 2025), but EWG rates them at 3.1 times its health guideline. Carbon and RO both reduce it.
See drinking water RO →
?
05 — Moderate

Nitrate from Fertilizer Runoff

Nitrate peaked at 4.0 ppm in 2025, under the 10 ppm legal limit but 6.3 times EWG's health guideline. Infants and pregnant women are most sensitive. An RO system reduces nitrate at the tap.
See RO systems →
⚗️
06 — Moderate

Arsenic, Chromium-6 and Radium Traces

EWG reports arsenic at 41 times, radium at 20 times and chromium-6 at 4 times its health guidelines in Indianapolis water, all from natural deposits and all within legal limits. RO is the one technology that reduces all three.

What size water softener system do I need for Indianapolis water?
Citizens water averages 19 GPG. Multiply people × 75 gallons × 19 to get daily grains: a family of four uses about 5,700 grains a day. A 64,000 grain water softener system covers that for about 11 days between regenerations, which is the sweet spot for most Indianapolis homes. Households of one to three can usually go to 48,000 grains. In Westfield, where the average is 22 GPG, stay at 64,000 or higher.
Do I need a water purification RO system if Citizens says the water is safe?
Citizens water meets federal standards when it leaves the plant. A water purification RO system addresses what happens after that, mainly lead from customer-owned service lines, and the contaminants that sit under legal limits but above EWG's health guidelines, such as TTHMs, atrazine and nitrate. If your home was built before 1950, it's worth having.
How do I find out if my home has a lead service line?
Citizens publishes a searchable service line map at citizensenergygroup.com/service-line-map and mails notices to customers who own or may own a lead line. It also offers free lead test kits. Lines installed before 1950 are the most likely to be lead.
Will water conditioners for hard water work at 19 GPG?
They help, but at Citizens' 19 to 27 GPG a salt-based softener gives much more complete protection for water heaters and fixtures. Water conditioners for hard water make the most sense in Carmel, where the city already softens water to about 7 to 8 GPG, or in homes that need to avoid salt.
Is there PFAS in Indianapolis water?
Citizens' 2025 testing detected PFBS up to 2.9 ppt and PFHxA up to 2.5 ppt, with 15 other PFAS compounds not detected. Earlier EPA testing found PFBA, PFBS, PFHxA and PFPeA in some samples. If you want PFAS reduced at the tap, an RO system is the practical choice.
Why does my water smell like chlorine?
Citizens disinfects with chloramine, a mix of chlorine and ammonia that lasts longer in the pipes. Standard carbon struggles with chloramine. A catalytic carbon whole-house filter or an RO system at the tap removes the taste and the byproducts.
Does Carmel water need a softener?
Usually not a full one. Carmel Utilities softens groundwater from about 17 to 18 GPG down to roughly 7 to 8 GPG at the plant, though it may soften less during summer peak demand. A salt-free conditioner or a small 32,000 grain softener covers the rest.
I'm on a well and septic outside Indianapolis. Can I still use a softener?
Yes. Indiana Department of Health rules under 410 IAC 6-8.3 set out how softener backwash must be discharged on homes with on-site sewage systems, so check with your county health department before you install. Call us and we'll walk through a well water setup, including an iron filter if your test shows iron.

Carmel softens at the plant to about 7 to 8 GPG, and some Indianapolis homeowners simply want no salt. A salt-free conditioner keeps the remaining minerals from forming scale without brine.

ScaleMaster HardWater Wizard RW10 Electronic Water Conditioner — 1-Inch Pipe

Budget pick for tankless water heaters. Fits around a 1-inch pipe with no salt, no drain and no tank, which suits Carmel condos and townhomes. It's rated for water up to 40 grains, though at Citizens' 19 GPG a salt-based softener still does the more complete job.

Whole-House Chloramine Filters for Indianapolis Homes

Citizens' chloramine, and the byproducts it leaves behind, reach every shower and faucet, not just the kitchen tap. Ordinary carbon struggles with chloramine. Catalytic carbon is made for it, and it treats the water where it enters the house.

GreenFlo Catalytic Carbon 15 Upflow System

Best whole-house chloramine filter. Upflow design with no backwashing and no wastewater, so there's no drain line to plan around. It's the catalytic carbon half of the Carmel setup in the table above, and it sits just as well beside any softener on this page.
